Nick Mosby wants to add a $700,000 team of analysts to his staff. Baltimore’s incoming mayor has other ideas.

Mosby, a Democrat representing parts of central, West and South Baltimore in the state House of Delegates, said the new jobs would be modeled on staff in the Maryland Department of Legislative Services in Annapolis.
