Paying for climate change, Anne Arundel and Annapolis join forces to create ‘resilience authority’

Anne Arundel County and Annapolis councils, after years of consideration, have introduced legislation to set up a “resilience authority,” a quasi-governmental arm that will aim to pay for projects to protect residents and the local economy from damage wrought by climate change.
