Tenant advocates say lease terms at Towson student housing complex are illegal, as students wait to move in amid construction delays

A 13-floor student housing complex Aspen Heights Towson still has not received its occupancy permit due to construction delays, meaning hundreds of students already paying rent still have no firm answers on when they can move in. A consumer rights attorney and tenant rights advocate say requiring students to pay rent when they cannot yet live in their apartments is illegal.
