20 years after Baltimore’s Howard Street Tunnel fire, long-sought expansion project poised to begin

The CSX railroad, the state of Maryland and others are poised to spend $466 million expanding the more than century-old Howard Street Tunnel under downtown Baltimore, fixing a bottleneck that has hampered growth at the Port of Baltimore and rail traffic along the East Coast.
