Baltimore spending board poised to approve $96,000 settlement for residents locked down after Detective Suiter’s death

The settlement, detailed in a Baltimore Board of Estimates agenda, was brokered between city officials and the ACLU of Maryland, which filed the lawsuit on behalf of four Harlem Park residents.
