Baltimore’s inclusionary housing law has created only 37 affordable units in 15 years. City Council wants changes.

A bill proposed by Baltimore Councilwoman Odette Ramos would beef up the city’s inclusionary housing law, which requires developers to set aside affordable units. The previous law created only 37 affordable units in 15 years.
