Deluges and denials: Baltimore reimbursement program leaves residents burdened with sewage backup costs

A program run by Baltimore’s Department of Public Works allows residents to request reimbursement from the city for sewer backup cleaning costs. Yet few apply, and only a small fraction of those who do see a payment.
