Democrat Heather Mizeur is challenging Republican U.S. Rep. Andy Harris because he voted against certifying Joe Biden’s 2020 victory. But, in a Maryland district that voted for President Donald Trump by about 20 points, she’s hoping to criticize Harris without insulting local members of his party.
