Maryland Gov. Hogan says governors don’t usually testify on bills. Ex-governors say it worked for them.

Maryland Gov. Larry Hogan declines to testify before lawmakers on any of his proposed bills, saying that’s not what governors do. But three ex-governors say testifying was part of their political strategy.
