Maryland Gov. Hogan’s ex-chief of staff, Roy McGrath, to testify in investigation

Roy McGrath initially defended the payout as “severance” that was customary at the Maryland Environmental Service. But under increasing scrutiny, he resigned from his new job as Republican Gov. Larry Hogan’s chief of staff after just 11 weeks.
