Plans for Pimlico and Laurel Park’s renovations are bogged down and hundreds of millions over budget

Construction was estimated to be completed in three or four years at Pimlico Race Course in Baltimore and Laurel Park in Anne Arundel County. But nearly three years later, dirt has not been moved at either track.
