Salvation Army closing family shelter in Baltimore, leaving few options for children and parents

The Salvation Army is closing an 80-year-old emergency shelter in Baltimore, one of the few shelters in the city that accepted families. In its place, the nonprofit helps to eventually open low-income housing.
