State elections officials: Ballot problems in Maryland primary so far affecting a small portion of voters

Early voting begins Thursday and the July 19 election is about two weeks off, but Maryland’s primary has been underway for weeks. About a half-million voters have received ballots by mail or online, and millions more were sent sample ballots or other info. But a delayed primary and new district lines have triggered hiccups.
