Thomas Hicks, traffic engineer and proponent of traffic circles who raised sheep, dies

Thomas Hicks, a retired traffic engineering official who was a proponent of traffic circles and raised sheep, died of organ failure Jan. 30 at Gilchrist Hospice Towson. He was 89 and lived in Towson.
