Baltimore voters almost always say yes to ballot questions. That could mean the city’s next mayor is limited to 8 years in office.

Baltimore voters in November will consider approving term limits for top elected officials, and the ballot question’s chance of passage is good. That’s because out of more than 100 issues put to a referendum in the past two decades, voters have rejected just one proposal.
